Hospital Pre-Admission Reviews (PAR)

COPE clinicians will complete Pre-Admission Reviews (PARs) on behalf of DWIHN at hospitals for Wayne County residents with Medicaid. The purpose of the PAR is to determine medical necessity and to offer consumers the least restrictive level of treatment during a crisis and DWIHN will accept payment responsibility.

 

PARs are conducted face-to-face and may be completed telephonically when appropriate. A telephonic review is conducted when one or more of the following critical indicators are present:  

  • Serious suicide attempt

  • Harm committed to someone else

  • Major damage committed to property 

  • Severe psychosis with refusal of medication

Dispositions for treatment are to be determined in 2 hours or less from the initial request.  

Staff of Emergency Departments and Adult Foster Care Homes may request a Pre-Admission Review by calling 844-296-COPE.

Mobile Crisis Stabilization

Who is this service intended for:

Mobile Crisis services are available 24-hours 7 days for persons of all ages needing assistance to avert or recover from a behavioral health crisis.  This service is provided by a licensed therapist and peer recovery specialist and does not include medication prescribing or administration.

Criteria for Admission:

  • All ages are eligible for services.  Services to minors requires a parental or legal guardian be present.

  • The presenting problem does not include aggressive behaviors or threats of aggressive behavior.

  • Individual served is voluntarily seeking services.

  • Substance Abuse Screening is negative

Services:

  • 24- hours per Day Access

  • Scope of care:

    • Mental health and substance use assessment

    • Family/Guardian and Individual Counseling

    • Crisis Prevention Plan

    •  Care Coordination

    • Transpiration as needed to the COPE facility

Adult Foster Care (AFC) Psychiatric Crisis Prevention Services: 

Adult Foster Care staff can contact COPE for assistance 24-hour/day by contacting the main COPE number or by calling:

 

*AFC line is answered by a licensed clinician prepared to provide immediate assessment of the situation and is prepared to dispatch the appropriate service.

 

COPE Services Available to AFC Providers and Their Residents:

  • On-Site Assessment within 2-hours of request

  • On-Site Follow-Up Services by a Mobile Stabilization Team to

    • Reduce escalation of an impending crisis

    • Reduce the likelihood of a crisis recurring

  • On-Site Coaching of AFC Staff in

    • Behavioral Management

    • De-Escalation Techniques

  • Short-Term respite at COPE's CSU for Residents

    • Provides short-term structure away from the home

  • 24-Hour Access at the COPE CSU to

    • Psychiatric Evaluations

    • Medication Administration
